To reinforce and streamline the strategy to combat criminal organizations , the São Paulo Public Prosecutor’s Office will rely on a new tool, called Siac, or Criminal Anti-organization Information System. The database goes into operation until the end of the first half, according to the São Paulo State Attorney’s Office.
The main objective of Siac is to concentrate data on criminal organizations that can be consulted by all prosecutors in their investigations and also in the context of civil and criminal measures of prevention and repression.
According to the promoter Sebastião Pena, responsible for the Intelligence Sector of the São Paulo Public Prosecutor’s Office and the founder of the project, “with the amount of information available today, it is essential to help computers for an efficient investigation.”
The Criminal Anti-Criminal Information System will initially cross information from the banks that the Public Ministry already has access to open to prosecutors identification, names and surnames, photos, relationships with other agents and legal entities, functions performed in the criminal group, areas of action , Criminal, civil and administrative misconduct, penalties, companies and patrimony.
When all phases of Siac are implemented, it will be possible to integrate the information generated by the São Paulo Public Prosecutor’s Office into external databases, such as Prodesp, Federal Revenue, Coaf, Commercial Board and telephone concessionaires, for example.
The goal is to complement the scanning of open sources, such as the Federal Court of Audit, and even social media, notably Google and Facebook. “We will also provide textual analysis and data mining in large compendies of digital files, such as those resulting from search and seizure,” said promoter Sebastião Pena.
Siac, which had an initial budget of 213,000 reais released by the federal government on December 27 of last year, after signing an agreement between Attorney General Gianpaolo Smanio and Justice Minister Alexandre de Moraes Allow the improvement of a practice stimulated by the São Paulo Public Prosecutor’s Office – the integrated action of the various areas of the institution.
Pena argues that a common base of investigated, with possible data sharing between Gaeco, Gedec, Public Prosecutor’s Office, Criminal Prosecution, other enforcement bodies and Intelligence Sector tends to optimize the work of the Public Prosecution Service. “This is extremely important, as the country seeks to strengthen the fight against the criminal factions,” says Pena.
